The European Union is increasingly involved in health systems. Whereas initially the push for the EU to deal with healthcare came from the European Court of Justice and the application of the single market principles to healthcare, health policy makers gradually regained control over the policy process. The recent adoption of the Directive on the application of patients’ rights in cross-border healthcare is the most tangible result of this development. Furthermore, the economic and financial crisis is constraining the EU to watch more closely over Member States’ public expenditures. As a result, healthcare spending has increasingly come into the spotlight. 

This two  day event will focus on these developments, looking at the future EU framework for health systems. The first day will explore the implementation of the recently adopted Directive on the Application of Patients’ Rights in Cross-border Healthcare as a very concrete example of how EU integration affects health systems governance. The next day will address the broader challenges for health systems imposed by the economic and financial policy framework of the EU.
 
We will do so by inviting policy makers and stakeholders from six central European Member States- Belgium, France, Germany, Luxemburg, Spain and the Netherlands- and the EU institutions to actively participate in the debates.
