FOREWORD
The new year would appear to be crucial for the EU. On the one hand, the months ahead will see the gradual implementation of the Treaty of Lisbon and of the new institutional architecture for the Union. On the other, the EU is about to revise its economic and social strategy under the new EU 2020 plan. In such a fast-moving context, the European Social Observatory (OSE) is increasingly involved in the debate about the social dimension of Europe. As this edition makes plain, the OSE team is active on several fronts: labour market transformation, the evolution of social pacts, the Europeanisation of national social policies, social protection reforms, and the consequences of the Treaty on the EU’s social competencies are all issues at the core of our activity. In this edition we also begin to reflect broadly on the future of Social Europe that will culminate under the Belgian Presidency of the EU in the second half of 2010. The OSE is already involved in three different projects to provide scientific input into the Presidency.

Ensuring an Adequate Pension in a European Context
The OSE is engaged in a research project on "Ensuring an Adequate Pension in a European Context". The aim is to inform decision-makers about the social consequences of recent pension reforms and shed light on the impact of EU initiatives on domestic pensions systems. The research findings will feed into the preparation of the upcoming Belgian Presidency of the EU.

The OSE is coordinating some new research into the
social dimension of the Lisbon Strategy, in the context of the current economic crisis and negotiation of the future EU 2020 Strategy. It focuses particularly on the Social Inclusion and Social Protection OMC, on which the DG Strategy and Research of the federal Social Security administration will be organising a high-level conference in mid September 2010.

OSE in European Networks |
ECAB project
The OSE is a partner in the ECAB (Evaluating Care across Borders) research project, funded by the European Commission under its 7th Framework Programme. The project, which will start on 1 May, aims to examine aspects of safety, quality and continuity of care delivery and looks into existing cross-border collaborations in the field of health care. Coordinated by the London School of Economics (LSE) Health research centre (Prof. Elias Mossialos), this project brings together 13 partner institutions from all over Europe. The OSE will, amongst other tasks, lead an investigation into cross-border medical prescriptions.
