An ILO project under the LEAP Albania – Lifelong Empowerment and Protection in Albania programme (March—July 2025)
The main objective of this report is to identify and document effective practices for extending social insurance coverage to seasonal workers in Albania. The project responds to the low coverage of Albania’s social insurance system, where as of 2019 only 44.5% of the working-age population contributed, leaving seasonal workers in tourism, hospitality, and agriculture particularly vulnerable to economic insecurity. The report focuses on legal, institutional, and policy frameworks that enable more inclusive social protection for seasonal workers. In particular, it examines: Successful models and practices in EU member states and neighbouring countries (with emphasis on Greece, Italy, Spain, and Portugal); Regulatory and institutional arrangements supporting these models; Impact assessments of these practices on improving access to social insurance.
This work aims to produce actionable recommendations to inform policy options for Albania and strengthen the social insurance system to better protect national workers engaged in seasonal employment.
